can I activate the key in Germany?

I tried only switching the region on my origin account from Italy, to colorado and it worked for me...first attempt with Italy as location get me an error, second try with colorado worked fine, and i can find the game on my library, and also Beta access is unlocked.

You cannot activate the game in Germany from the US store, but you can purchase it from the DE Store and it'll work for you https://de.gamesplanet.com/game/battlefield-2042-origin--5164-1
