Yes you can activate in Japan, you won't need an extra code it'll be included with your activation and you'll be able to play from Oct 15th yes :)

How do I enable it?
Can I activate Battle.net on the same day if I make a pre-order?
You can activate the game directly onto your account after purchase, then before beta you should in theory be able to preload the Beta so you're ready to go on the day.
After beta ends then you can wait for the full game to launch and download that when its available.
