How long does it take after activating to show that you own the game?
Just purchased it and i am still getting the "Pre-Purchase Now"
Is showing in my library on battle.net but not saying active either.

In normal conditions it would be immediate, however there are some sync issues on bnet side. Activision/Blizzard is aware of the problem is working to resolve it. Should be working now for you. In case it doesn't try the following:

1) Contact Blizzard Support and ask to "kill the cache on the BattleNet account" (This is a server-side thing, resetting Bnet files locally doesn't fix the problem),

2) Reset Bnet password. The password reset triggers a cache reset too.

Also please be aware that Beta starting times today are:
10am PT.
1pm ET.
6pm UK.
7pm CEST.
