replyI got it to work by updating my account settings and it forced a internal refresh within the launcher.

Is showing in my library on battle.net but not saying active either.
In normal conditions it would be immediate, however there are some sync issues on bnet side. Activision/Blizzard is aware of the problem is working to resolve it. Should be working now for you. In case it doesn't try the following:
1) Contact Blizzard Support and ask to "kill the cache on the BattleNet account" (This is a server-side thing, resetting Bnet files locally doesn't fix the problem),
2) Reset Bnet password. The password reset triggers a cache reset too.
Also please be aware that Beta starting times today are:

Does this have any region lock? Are there any regions where it doesn't work?
replyIt only has region lock for China therefore if you live in China you wouldn't be able to activate it.
