Terrible stuttering is there any solution?

I have big problem, no matter what my graphic settings are, i have giant stuttering in multiplayer. It's so bad that multi is unplayable. Anybody have this kind of issues? MW on my PC works perfectly all settings maxed out so i think it's not hardware problem.
