Hey, want to get this for a friend since the price is better here than bnet. He's transferring from console to PC and has to re-purchase the game to play it on PC but has had his skins transferred by support.

Yes, it's just like purchasing on Battle Net (minus the price). We're working directly with Activision to sell the game and are an official retailer.

Might be an issue with your card type and bank preventing it from completing online purchases. You could try another browser, or contact your bank to see why its failing. PayPal shouldn't fail at the very least.
