Hello :)
I'm Japanese. Store page shows that ELDEN RING has Japanese subtitle. Is it true ?
If I can't activate and change language setting to Japanese on Steam after the key released, can I refund it ?

That's the information from Steam yes but our versions (EU/NA) will be locked for your region anyway, you won't be able to activate.

I will go to United States and make new Steam account. So, don't worry about region lock problem :)
