And also if it is tonight at 9 PM, would it be too late to request a refund? I’d rather just pay the extra on steam and get it today
replyPDT stands for Pacific Daylight Time therefore it's for the Pacific (west coast) timezone. For East coast it would be EDT.
To make things simple look at the timestamp of this comment and count 12 hours and 48 min till the release :) It's the same for Steam (look it up and you will see notice saying: This game plans to unlock in approximately 12 hours)
There is no preload so it won't make any difference, but if you wish to request a refund - you are free to do so before release.
