Is it 9 Pm PDT on March 23rd, or was it 9 PM PDT last night, when it wouldve been March 23rd on the east coast? Curious if i have to wait another day for it.

replyPDT stands for Pacific Daylight Time therefore it's for the Pacific (west coast) timezone. For East coast it would be EDT.
To make things simple look at the timestamp of this comment and count 12 hours and 48 min till the release :) It's the same for Steam (look it up and you will see notice saying: This game plans to unlock in approximately 12 hours)
There is no preload so it won't make any difference, but if you wish to request a refund - you are free to do so before release.

The keys for Resident Evil 4 have already arrived and are waiting in our database to be distributed to our pre-order customers.
Capcom has set the time for sending out the keys to the release at 9pm PDT (March 23rd for the US store). The keys will then go out to you and land in your Gamesplanet account within a few minutes.
Unfortunately, Capcom has not planned a preload for Resident Evil 4 - sorry.
Don't let the waiting time get too long.

As soon as capcom sends them over, which should be soon. We've been working with the publisher for many years and previous resident evil titles. Worry not you'll get the key shortly.
