According to steamdb, this game can be (most likely) activated in Japan (check Package -> SRW30 Ultimate -> Information). The only country that can't activate is Venezuela, which obviously not Japan.

Update: Gamesplanet now provides game's key to the buyer; So, I activated it in Japan, and yes I was able to activate it without any problems.
