If the DLC doesn't have locks then yes, but looks like that won't be the case anymore.
replyWhen I purchased and activated it, it did not state that it could not be activated from Japan, but that's just too bad!
replyAt the time the keys did work in your region, but locks were changed post-launch by the publisher and excluded your region. Sorry about that, was out of our hands.

replyNot sure, our keys are locked now and cannot be activated in Japan. DLC you purchase from Steam may still work.
