As mentioned on the website, it includes everything listed there. As the publisher updates the Complete Edition it may not be up to date based on new content coming out on Steam. We do try to keep it updated as much as we can. There's nothing misleading on the website, you get everything mentioned.

This one here. It's in steam's complete edition, which is why I was getting into the game, it's my favorite faction and it felt like a good time to get into it. However, knowing there are often off-site sells, I googled. Found this place, found this complete edition on sale.
Ended up getting everything except the one I was most excited for because, for some reason, your (in)complete edition is different from theirs. So yes, I'd argue that is extremely misleading to have something labeled as the exact same product on steam while not serving the exact same contents of said product.
